I get ingrown hairs a lot so a friend told me to buy a shave brush as it is supposed to help. I originally bought one from walgreens that was cheap but soon found that it was so rough on my skin I didn't even want to use it. Then I figured what the hell I'll spend the money and get a real badger one - it was worth it. It is very comfortable against my skin, easy to clean and apply, and it has reduced my ingrown hairs dramatically.
Bottom line: if you need to buy a shave brush, then this one is for you - don't get a cheap one. If you aren't willing to spend the money then you definitely don't need one at all.

Looking back at my order history, I realized that I have been using this brush for seven years! It is wonderful, soft (but not too soft), and has not shed once since I got it. I use this about five days per week, so it has been through heavy use. In this case, the higher price has meant better quality for me.
