Tape has limited, very specific usage

I bought this tape to add "tires" to a set of steel laundry hamper wheels and it didn't work as well as I had hoped. It stuck at first but gradually began peeling and dropping off. The same happened where I added it to the top of the steel mesh basket to soften the edges to manual touch. Disappointed.

the fusing isn't as good as 3M, but it is also considerably less expensive.
