The unit was defective. I'm sure it could happen to any supplier; so I don't hate these folks. I was so certain that the 15-81638 was the problem that after I installed the new unit and it didn't work I went to O'Reilly's, bought the exact same unit put it in and it fixed the A/C Fan Blower. I returned the defective unit for credit. One thing I did learn was O'Reilly's was a dollar cheaper; so much for saving money online, the freight is what over priced the unit. If you are planning on replacing the unit yourself and have never done it before so your'e a little apprehensive; don't be! It's so easy and quick; maybe a 10 minute job including going to the tool box for the correct sockets and socket driver. Easy to replace, watch a couple of YouTubes for visual expectations.

Ac lines cold, blower and controls not working and this fixed it
Also the system always had surging air flow and that stopped as well
