We've been using the Diaper Dekor Plus and its refill liner for over five years and two kids... to say we are satisfied with the system would be an understatement. We have never had an issue with the liner tearing and it is strong enough to hold a full load. If you follow the included directions, replacing the liner is very easy. Bottom line, this just plain works.
Sure, it costs a bit more than a regular trashbag, but it's so darn convenient

So, I could go buy a bunch of trashbags and not use the dekor refills and save a miniscule amount of money. However, I have only so much time with 2 young kids. Worth a few bucks to make changing the diaper bin super easy and quick.
Pros:
1) Easy to re-fill
2) You get a lot of bang for the buck. One refill lasts probably a month and a half, I have to empty it every week, sometimes more.
3) Changing a full bin is a snap, just use a pair if scisscors and cut maybe 6 inches of 'slack' bag so you can tie a knot and toss it in the trash. Pull down new liner and tie a knot...and done
Cons:
could be a little cheaper, but frankly It's worth a little extra to me for the convenience

These work with the Dekor Plus Diaper pail. They are relatively thick and sturdy. My only complaint is there is no end of bag indicator to let you know when it's almost empty. We've had two situations already in which the bag was at the end without our knowledge and we kept filling it up. The bag ended and slipped off the holder and the contents spilled out in the pail. This could have been avoided with an end of bag indicator or some way to clip the end of the bag to the top of the pail so it doesn't slip off at the end. We just now don't fill it up as much, but waste some bag space by doing so.
Update: There are now black arrow-like markings on the bags when you're at the end of the refill. Great improvement and no accidents.

I have been very satisfied with the Dekor diaper pail system. The refills are very easy to use. The instructions are printed on each refill and as long as you read them, it's fairly easy to insert the refill. They are pricey, but each refill lasts us about 1.5-2 months. As previous reviews have mentioned, there is no warning when you are coming to the end of the roll. We make sure to always keep an extra box on hand, so we never run out unexpectedly.

I have been using the Dekor Plus diaper pail as well as the Dekor Plus Refills for almost 5 years now. They work well and are easy to install and remove from the Diaper pail. If I had to guess I would say that each refill provides around 10 bags worth of diapers which is a lot! As a word of advice, be sure to leave the paper on the refill bags until they are installed into the diaper pail or it will make it much harder to install. If I could change one thing about these refills it's that I wish the plastic had a line on it or changed color as you get to the end of the pack so that you know when your about to run out but that does not effect my purchase of this item whatsoever.
