Doesn't charge or sync MP3 player to PC? Samsung YP-S3

I have the YP-S3 and the cable lights up green when I connect it from the MP3 player to my computer but it doesn't charge the MP3 player at all and that also means I can't transfer music to the MP3 player...Is there something special I have to do? Why isn't this working?

It does not work with my MP3 player, I wanted it to add music from my computer. It does work to charge it.
Will not sync with P3

Cable lights up, but Samsung P3 isn't recognized by pc or car stereo. P3 doesn't change modes when plugged into pc and acknowledge sync hook up. I have my original cable and that works, so problem isn't with P3. Also this cable isn't identical to original, this cable has a wort and the original doesn't and original has Samsung name molded into connector this doesn't. Currently unsure if cable works for charging, because without the ability to sync I have no need for it, so I will not spend additional time in researching. I did try changing mode recognition in system settings and that made no difference. My goal was to have one for home and one for my car, it appears I will continue to search for a suitable replacement.
