This worked just fine to connect to a Cisco 1252 access point. I was able to connect at startup and stay connected through reboots, but if I disconnected and reconnected, it would not successfully connect. I suspect that this is the fault of either the USB to serial adapter or PuTTY, however.
Using PuTTY, I was able to connect to a serial interface, specifying only COM7 (the USB serial adapter's interface) in the PuTTY config. All default options matched the expected options for this access point.

The cable appears to be well constructed and is working without any issue. Plug it in and voilà, you have access to the console port for management.
The bright colors also makes it easy to spot! I don't leave it connected since I seldom need console access.
