It does what it says, but the one part you see -- the round caps that cover the screws -- are not stainless, but plastic. They are also quite large and as a result look kind of cheap. I'm not using them and will probably give them away.

These probably would have looked nice, but the screws didn't begin to fit, they were too big for the holes (2012 Toyota Yaris). I had to reuse the old rusty bolts, which don't look awesome with my pretty license plate frame. Sigh. The set was not eligible for return. Fortunately Amazon refunded me.
Caps are plastic. Don't buy.

Caps are plastic, with "chrome" paint. Screws are stainless steel. Cannot recommend these, especially from a vendor that falsely describes their product.
