This really fit the bill, however it was not simple to install. If you are not comfortable doing moderate bike repair, then pass on this one. If you don't mind opening up a headset, then this is a great way to bring up your bars.
I'm tall. Too tall for my beat up old XL mountain bike. So in order to keep my neck and shoulders from suffering, I needed to raise the bars without extending them forward. This did the trick.

My old bars were right on the neck bearings. This was the perfect lift. Any higher would be awkward and I could cut it down if I wanted with a pipe cutter. appears strong and it did not may out my stock cables. If I ever wanted to rip a downhill trail, I am literally 3 allen bolts away from my former stock configuration. Most travels are in town on the bike, so a more comfortable position was mandatory. I can still rip a wooded trail and take the short cut home!
