I wear a size 14/16 now but when I bought this I wore a 12/14. It still fits! So I'd say it fits true to size but can fit a size up. This is a super cute swim dress! It flows prettily around you and feels light weight. It has built in shorts and then an over skirt built in with bathing suit material, and over that is the lightweight cover that hides and smooths out EVERYTHING. I did cut out the cups and then the top portion offers no support at all. I pulled the waist band down to give me a waist because my boobs cover the strip. I have to do that continuously if I want it to be cuter... The underskirt part rode up while i swam so I needed to pull that down once I was out of the water, but the over slip comes down far enough it hides things even if it's come up. If you wanted to wear an over dress to cover this the ends would be visible. You can tie the tips of the points together and that would hide them Under anything.

I really really love how it looks on me because I'm pretty self conscious about my thighs and belly, BUT the only bad thing is that the bow on the front came off after first wash. But thankfully it doesn't look that weird without the bow, so I'll still be using it anyway.
