Had a Radio Shack 45W universal power supply on my Dell Inspiron and measured 19.1 V. New battery would not charge although the computer would run if plugged in. Thought I might have a bad battery but it turns out the power supply was at fault. The 90W universal charged the battery and runs the computer. I get universal power supplies as I work on laptops and often need a power supply. This universal has worked for me in several brands of laptops. I recommended it.

I've found it wise to buy laptop power supplies two at a time so I'm never caught short. We have terrible power locally and that might be what's destroying them but I find they get a little flakey after a year or so. I do beat them to death though so you might have better results.
