I bought this for 2 toddlers in my life. They're both 18 mos now and able to blow correctly. It took a while for them to figure out not to put the whole stem in their mouths. Which covers a little hole, necessary for the whistle to work. It's well made and sounds just like a warbling bird, and turns out to be a great gift. I'd recommend 18 mos and above for this one.
