Would work for indoor use. Paper backed, plastic front. They are not plastic all the way through. Mine have all fallen apart, leaving a thick paper on my windows. Suck.

Arrived as I expected and packaged securely. Only gripe, and it is not the fault of the company that sells them, is that only the back surface is sticky so I needed to place them on my external windows thus exposing them to elements and UV rays. I wish the front was sticky so I could attach them from the inside. Otherwise, highly visible and I am happy with the purchase.
They seem to resist fading but we'll know in a year or two if they are still good.
