Components are probably worth it, but StM blades suck.

I haven't ordered this, so this is just based off of my knowledge of fencing equipment in general.
So: Getting a guard, bell pad, handle, pommel (if french grip), socket, and two German points for 60 bucks isn't a terrible deal, and if this is your first weapon, you'll be able to reuse all or most of those components when you upgrade to different blades in the future.
The downside is that the blades are bottom shelf StM's, which will bend like paperclips and then break within a month of serious fencing. Every other blade manufacturer produces more durable blades, most of which also feel better to fence with due to weight, stiffness, and balance. I personally use Leon Paul non-FIE blades for their combination of durability, affordability, and light weight. If you want to shell out a bit more, Blaise Frères (BF) is the gold standard. Vniti blades (whose foundry recently closed) last for years, but at the cost of high weight and noodley stiffness.
So assuming all these components are legit and not Chinese knock-offs, you may as well grab a weapon, but be prepared to replace the blade and assemble a new weapon in the near future, because these things are going to snap sooner rather than later.
