As far as I can tell this is not a "live" swivel meaning that once the two hoses are connected it doesn't swivel. A live swivel would allow a hose to stay straight when uncoiling it even if there was water pressure in the hose. Considering that fact, this is not as described.
Swivel is very stiff when tightened

It is a quality piece, the issue I am having is when it's tighten so it doesn't leak the swivel is very stiff......
