The outside top measures exactly 3.5" as advertised. The inside top is about 3 + 1/16". They are 4" tall and when stacked together for storage, the higher cup sticks out 3/4" above the lower cup it is stacked inside of.

I am really happy with these AND at an average price of only $1.08 each (12 for $12.99) they are less expensive than what I would have paid at my local dollar store which charges $1.25 each for pencil cups no better than these! I am very happy with this bargain purchase.

Light weight, but don't tip over. I was initially concerned these might tip over when pens were placed in them, but they did not. Can put a full size scissors in it if you balance out the cup by moving the other things you have in it.
