It's a little more than just a shift register. It includes an output latch. This means you can clock data into the shift register without the shifted data appearing on the outputs. When ready, clock the data from the shift register into the output latch. One use for this is to provide more digital output pins on a microcontroller like an Arduino - one chip provides provides 8 digital outputs at the cost of 4 (or 5) pins on the microcontroller. Easy to cascade - use two and you have 16 digital outputs from the same 4 pins. Also the 'H' means this is intended as a driver, so you can attach LEDs, with appropriate resistors, to the outputs. The chip is limited to 70 mA total current, so just under 9 mA (continuous) current per output.
