It came comple. But it came WITHOUT phillips/allen wrench. As for the T-handle sockets portion, it seems like it will do what it is intended to do...skateboards. It appears to be constructed well enough to do many bushing and wheel changes. Done a few already. It's not SnapOn but neither is the price. As for the other portion of the tool, I would imagine it is built well enough to also do many truck changes.
