**UPDATED**
Seller got in contact with me and offered to send a new pulley set as the first set did not work as I had in mind. By the time they arrived, I had moved to another project where they actually worked out.
Pulleys lock up on the lightest load. Lowered the load from 45lb to 15lb and still the pulleys wouldn't rotate. It's not worth the hassle of returning them, but I'll know never to buy this kind again.
