We ordered the smallest vest. My granddaughter is sixteen months and 24lbs. It seemed a little big, but because of the harness around her bum it stayed in place perfectly. She ran around in it just fine. When she sat down in it, even though it pushed up a little high, it didn't choke her like other vests. She was in the lake three different times and we all felt very comfortable about her safety.
