Very very very tight fit. You probably need two people for you to get it over the rim but once you do, it'll stay there and it's very durable.
They're not too small, just need to be stretched.

These tires were to replace rotten tires for a church wheelchair. Many of the reviews I've read claim they were way too small. They are not. You just have to stretch them to get them on. If you know how to use some pry bars, or screw drivers, or leverage tools, and/or a little bit of heat, and are a bit mechanically inclined they go on pretty quick and easy. If you're not mechanically inclined, you might find mounting them impossible.
These are not the best quality of tire. Our church teenagers like to play with our loner wheelchairs and sometimes peel these tires off the rims by making rough quick turns. Actually, I don't quite know how the kids dismount a tire once in awhile, but they do. Kids will be kids. So, I'm getting to be a pro at remounting them. But I completely understand why folks think they received tires of the wrong size (too small). Also, unless the ad clearly states, "price is for 2 tires," then the price will be for only one tire.
The first time I mounted them I placed them in a pot of hot water and then stretched them on. Now I no longer use heat. I just use 2 or 3 flat-head screwdrivers. I find it easier to mount them with the wheel on the wheelchair. Use the wheelchair brake to hold the tire on the rim under the brake, then work and stretch the tire all the way around the wheel in one direction, ending again at the brake again. A second set of hands also is a big help. They really need to be stretched. Put some muscle into it. I also put a little lubricant on the rim to assist things, but not oil or Vaseline. Use a lubricant that will evaporate after awhile, like KY jelly.

Steps to install.
Soak tire in hot water. Stretch tire by staning on it an lifting the other side. Put the tire on the hand wheel and use two screw drivers to get a small portion of the tire on the rim. Keep one screw driver in place to hold the tire on the rim and slide the second one along the rim while snapping the tire in place. Only took a couple of minutes to install it this way

This tire is mildly difficult to install because it is a PERFECT squeeze fit. The seal is good and should provide a long time of hygienic, quiet service. The mating surface creates an excellent smooth seal with the wheel so there is very little chance of snagging on anything. If you're not mechanically inclined or have never attempted this before, I offer a few tips. 1.) Leave the wheel mounted to the chair. 2.) A couple medium sized, flat tipped screwdrivers worked best for me. 3.) If the last 1/3 won't seat down into the wheel, I found relieving that section from the backside of the wheel made the job simple. I hope this helps.
