I didn't measure dimensions, so it came smaller than I expected, but that's fine because I don't need much. I am using it in the garage to hang wet snow gear. Only my husband's boots, my boots, and one pair of toddler boots fit on the bottom rack. I won't be rolling it around, but I installed the wheels anyway to keep it higher off the floor. When I tried wiggling the bar it wasn't super sturdy, but that's fine for $20 and winter garage use.
