It's a muff on a belt. A butt pack hand warmer. And it works great. You could get your hands inside of it while wearing a decent-sized pair of gloves. And there's a pocket for a chemical hand warmer pack, or a lighter fuel hand warmer, something like that.

Works great, I use this at work and it is great, warm enough even without a warmer pack in it. The hand holes are slightly small for gloved hands but serves it's purpose

This has worked well, except that I realized that walking with my hands in the muff is somewhat awkward. Obviously intended for sitting still, like a hunter in a tree or a football player waiting on the sidelines.
