I live in a home home and my faucet is out front. In the past, the next door neighbor with a broken faucet and various maintenance workers would use the water I'm paying for.

Works as intended. We build a new house and now there are a few being built. Didn't want the builders using my water. Seen it done plenty of times other places and they forget to turn off faucet.
