This thing is open by design when it's cold. It's waiting for the pump to get hot water to it, heat it, and close it. Hot water at this point (of use) would be available then and there!
My system however, doesn't work that way: with the pump off, I can sense warm water coming out of the cold line. This, I think, is the higher pressure in the hot line from the water heater circulating water back via the cold line with the sensor valve wide open.
I think Watts needs to a) use higher tolerance thermostats in these valves and b) ship me two new valves for my two lemons. Hopefully they'd work better or I'm wasting energy and money keeping my plumbing hot all day and night

I just recently installed a tankless water heater and bought a recirculating pump with the unit. The recirculation pump was to cut down wasting water, but I could not get the water heater to come on with just the pump. I installed sensor valve kit and that solved my problem.
The valve kit is a little noisy you can hear the water circulating under the sink but we are real happy no more wasted water.

This hot water recirculating system is great. I hate having to wash with ice cold water either morning or evening. I should have installed the system years ago so I could have been enjoying the instant warm water all those years. Having two water heaters didn't help at all. Those heaters are in the garage at the far end of the house from the master bathroom and it always seemed like forever watching the cold water go down the drain waiting for the warm water to arrive.

While I think it's a bit pricey it works perfectly. I already had a recirculation pump and one of these valves upstairs. The downstairs bathroom is over a crawlspace and the water was always ice cold. We never bothered waiting for hot water when washing our hands because it took too long. Installed this second valve on that sink and WOW! We have to wait maybe 1 second!
