This is a great complete kit. This is for if you need to replace the fill valve (where the water comes in) AND the flush valve (where the water goes down in the center). To replace the flush valve you will need to remove the water reservoir from the toilet. This comes with all the hardware I needed, so I was able to put fresh screws, washers, and gaskets on everything. The only thing this kit doesn't have is a flush handle. I bought the Korky Strongarm handle which works great. The instructions are pretty good and you can always supplement them with a YouTube video.
I recently had to do work on two toilets. One toilet had a bad fill valve. The fill valve had just been replaced a couple years ago with another a different brand last time.
The other toilet had ancient parts in the tank, including an older-style flush valve. The fill valve, although it was ancient, was still working fine, and it was a Korky! I still replaced it anyway because I was doing the flush valve.
I've been really pleased with the Korky brand. I'm not really good with tools, but this was actually pretty easy. You just have to prepare to deal with yucky toilet parts (nothing with pee or poo, but just old yucky washers, gaskets, screws, and valves).

Easy to install. I had a little trouble getting the tank washers to seal. I put a little silicon on them which worked fine.
