Top quality construction; these are not a toy. Not certain if these are suitable for law enforcement use, but it seems like it. No problems with opening, closing, locking or double-locking. Because these are high quality, do be sure to keep a spare key around as once they are fastened, they are aren't coming off.
Standard precaution: keep bolt cutters available for an emergency. (I previously bought a similar model from a different manufacturer and found a defect in the leg cuffs. You could close the leg cuffs in a way that they would not open with a key. Yikes!!)
