Update: 6-10-17: Got this assembled this morning. The assembly is no issue and everything went together with no problem. The only issue is the carrier arrived with some minor dents in the ramp. It looks very sturdy and I am confident that it will serve my purposes well.
Further review pending full assembly and checkout. The box arrived open and in shreds with no evidence of every having closure tape or strapping. I'd be amazed if everything is still there. Will come back with further information after I inventory the contents.

I was a little generous giving this product five stars. I do like it and assembly time was one hour. All of the holes lined up fine except the ones for the reflectors were drilled slightly off. The instructions were just OK, they could have been better. An allen wrench and 10mm metric wrench were the only tools needed. This cargo carrier is rated for 500 pounds but I am a little skeptical if the ramp would actually support that much weight all at one time. I bought this from Amazon for $166 with free shipping. An anti-rattle hitch collar was also included in the box.

I only gave four stars because once weighted down it bent just a little. It hasn't bent since but I still wish it hadn't at all. I love it though. I use it mostly to haul around a lawn mower and weed eater. Perfect for that job

Working well for our purposes

It is working well for our purposes. We need to haul our trash container to the county road and it is a 1/2 mile with a 200-foot climb. We can't leave it down there due to issues with neighbor children and dogs. My husband has been putting the container in his truck to take it down, but he had shoulder surgery. A neighbor has helped in the past, but lifting the container has caused him pain due to an old injury. After looking through the available cargo carriers, my husband chose this one due to the use of aluminum, which will not rust like steel does and it is lighter. Our neighbor has put it on his truck and really likes it. He did have issues figuring out the proper distance to put the connector into the hitch so the pin aligns. And it is hard to reach around the carrier to get to the pin location. Once he got it in, he used a wide permanent marker to indicate the right depth. Both our trash cans fit in it easily. The neighbor uses both the angle edges of the frame and the hold downs to secure containers. After he drops off the empty containers, he can easily unhitch it and stand it up in his garage taking up little space. He hasn't used the stabilizer as we are only using it for very short hauls, but it appears that it would work well. The ramp is easy to use. It may never stay at my house, but both households are very glad we got it.
