The heads are too small.
High Quality but you may need washers to prevent falling through.

Nice value for this assortment of 400 paper brads, High quality and I would buy them again, but for one thing:
The the holes in the 3-hole pre-punched paper supplied by my commercial printer were slightly larger than the 3-hole office punch I use at home, and unfortunately larger than the heads of the brads.
The solution is to use some kind of "washer" (such a stick-on paper reinforcement) to shrink the inner diameter of the top page holes. This is likely for all the brad options offered here.
One can also use a brass washer under each brad head to prevent falling through, such as this one offered at Amazon:
