There some reviews that mentioned this was plastic, I did not see anything plastic besides the screw anchors, it was all metal from what I can see.
I just installed it in the bathroom and it looks amazing. I like the 4 hooks and the extra towel holder that folds down. This is really a flexible towel rack, if you don't want to use the top rack this can easily fold up along with the bar. This is fairly lightweight and could see why other reviews say its not sturdy but when mounted on the wall it feels very solid. I dont think you can go wrong with this.

Total crap. I ordered one that Looked like this a few years ago and it was really well mede. This one is crap. One of the hooks had broken off during shipping and was rattling around in the box. This towel rack is great. It is light weight and very sturdy to hold towels and whatever else you want to hang from it. The finish is very good on it also. It comes with all the hardware to hang it also which is a plus.it does hold a couple of towels great on the top rack also. You can also move the top rack up out of the way also.
