Finish Developed Weird Rough Patches

Purchased item in March 2018. I was very happy to find a nonstick pan that would fit in my toaster oven. I used to bake various casseroles and a sheet cake. Recently, however, the finish inside has developed rough patches. I don't know if I should continue to use because it may not be safe. My return period has expired, so I guess this pan is now trash. Wish there was a way to contact the manufacturer.

Not the quality I was expecting. After only one use, and hours of soaking in water with Dawn soap, we had to scrup so hard that the finish came off. We used it to cook a meat loaf that came out fine, but not the pan. Maybe we got a defective product.
