If the swimmer is always in someone's arms, it is fine. If the swimmer is moving independently, it crawls up around his/her neck a d is not as useful or comfortable.

The vest is nice but there is no strap on the bottom that secures it down onto the child. I had to go to the local craft store and buy the clip and strap to make this myself. I thought that they HAD to have these on level one lift vests, however, seeing that it comes directly from China maybe that's something that's not required.
