Why isn't the smaller replacement pulley made from metal?

The three inch universal replacement pulley is too big for the job at hand, but it was metal. It makes sense since the plastic pulley breaks over time from uneven tension. A metal pulley would remediate the problem of breakage if your company would make the smaller pulley in metal. I read some of the reviews and one guy said he had to replace the same pulley three times. That would make me unhappy with the product.
