I bought a few different wind turbines and none are true to specs accept this one! Low wind, it spins. I will say however, this has only been tested unloaded (no wires are hooked up yet).

Initially had some issue with the unit. The company was very supportive and sent what I needed right away. You need to realize that rated power is at ~30m/h winds. The 10-15 winds we get each day will produce much less power. Hind site, I shout have bought the 5 blade unit which has a lower starting speed

Decided to add to my solar farm with this wind turbine. This is my second one and it works great. The wind speed meter is handy, allowing you to judge its output versus wind speed.
It can be a little confusing to assemble, it does come in numerous pieces. The manufacturer make a solid effort to negate this and includes fairly thorough instructions which I never read until I screw up or get stuck.
I would recommend this turbine to someone looking for a little supplemental power.

Buying Chinese is usually like a bad box of chocolates. You never know what you're going to get but don't expect much. This time I was pleasantly surprised.
Well-packaged double corrugated cardboard. Rigid molded Styrofoam. Assembly tools included. Directions in chinglish of course but easy to follow none the less. Quality materials.
Performed about as I expected. This is where most of the reviews on this and similar products go astray. Don't expect 400W from 15 mph winds--or even 30mph. The performance chart is based on "ideal" conditions. Back down your expectations by 50% and you'll be pleased.
Customer service by email is great. Response within 24 hours even though there's a significant time difference.
One concern though. This is probably a knock off. In fact all the Chinese made mills look identical to other far more expensive products. Longevity? Performance? Infringement? Who knows?
