This rating is specifically for the plugs with the black shells and the connectors that clamp the wires (versus wrapping around the screws). These are just fine to make home use extension cords, particularly if you happen to have the wire on hand. I had lengths of heavy jacket cords from pool lights that were removed. Tight screw assembly of housing with index marks to put the two pieces back together. You strip the length of wire, insert it between two plates and tighten. I found it helpful to connect the plug to socket or socket to plug when doing the wiring to keep the contacts stiff when working with them. If you know what you are doing you should not have a problem correctly wiring the polarity.
