Bag weighed less than 25lbs

We purchase this item a week ago, got it in on Friday. When we got it in the bag only weighed 24.48 lbs. It should weigh at least 25lbs plus the weight of the bag whatever that may be. Feel a bit shorted with this purchase and am now wondering if all our other purchases of this item were under weight.
