Why does a tampon disposal box need a key?

Now that we have lost the single key provided with this product, I have to question the design logic of requiring a key on a sanitary disposal box. Are used feminine hygiene products in need of lock and key protection? Who or what is this protection for? I suggest a redesign with a simple latch so the contents don't spill.
