Bit expensive but this little tool gets the railing sockets properly aligned and spaced. I got very professional results thanks to this tool. I don't expect to have to install sockets in concrete again, so in that vein it is a tad expensive. However if a professional job is what you are looking for buy this tool.

If you are a DIY kind of person, you really should buy these for the installation of the pool hand rail. The installation process is so much easier. The rails fit like a glove when you're done installing the anchors. I'll be using it again next year when I install a second handrail.
