It works! Just follow pictogram instructions.

I don't write reviews but wanted to for this product because it works well and is a shame that it gets bad reviews due to users not understanding/following instructions.
"¢First, the bulb MUST be cool to the touch. Heat will damage the suction cup causing it not to work. Make sure lights are off!
"¢Second, the pictogram instructions MUST be followed for the product to work:
-Place suction cup on flat surface of bulb with handle parallel to floor; bulb must be cool, make sure lights are off!
-Gently pull handle down so it's perpendicular to floor; this creates suction
-Turn handle in the desired direction to remove or install bulb
-Gently pull handle up so it's parallel to floor; this releases suction. If this step doesn't release suction then gently pull on the tab of the suction cup to manually release suction.
-Last, save the pictogram instructions with the product so you can refer to it the next time you use it! After cutting the zip tie to use the product, I used a twist tie to re-secure the product to the product's paper label that has the pictogram instructions on it. It would be very helpful if the manufacturer would put a sticker with the pictogram instructions on the handle of the product, or drill a tiny hole in the handle and have a tag with the pictogram instructions hanging from the hole.
Didn't work at first, but turned out to be very effective

This device works very well but only if the suction cup is pressed firmly against the flat surface of the bulb as the handle is flipped into the vertical position. I used this successfully to extract a GU10 bulb from by Broan hood, which required a lot of jiggling and twisting, and the bulb stayed firmly connected. It works similarly to how a suction cup hook does, where the suction cup is engaged when the hook is analogous to the handle of the bulb remover, but whereas the suction cup is engaged when the hook is parallel to the flat surface, the suction cup of the bulb remover is engaged when the handle is perpendicular to the flat surface - so a suction cup hook will likely be just as effective if it is the right size and the hook doesn't bump into anything when the suction cup is engaged.
Good design for actual halogen lamps

This is a good tool for changing GU-10 halogen bulbs, which have a flat lens and are often in fixtures with no clearance around the edges. Be forewarned: it is useless for LED equivalents, which have a concave shaped lens to maximize the lumens, and thus do not provide a surface suitable for suction. For my actual halogens this tool works fine.
It works well.

I needed it to change out 7 burned out halogen to LED bulbs from a vaulted ceiling. From a very high position it was easy to use one handed taking the old bulbs out and putting the new one on and twisting it in. It didn't stick to one well enough because the bulb was dusty. It was large enough to cover the concave LEDs.
Exactly what what was needed

Needed to remove / replace 50W PAR20 lamps from recessed ceiling eyeball fixtures. Works great!
