Better off buying a sim card at the airport- Multiple Fees to activate and use

This card is truly a waste of money. I purchased the card because I needed to confirm a French number for contacts in France prior to arrival, however I usually use a local sim card purchased at the airport. Typical Orange Holiday Card for two weeks in France is 39Euro includes calls, SMS, Data and a local number for 39 Euro.

120 min + 1000 texts international calls and texts from European zone 10GB of mobile data valid in European zone (1)
Validity of the credit : 14 days after 1st use. 39 Euro.
With the One Sim card I was asked to pay the following fees totaling 113.94 for two weeks in Paris. Could be higher if I receive any calls from US
34.99 for the simcard with 10. credit
9.95 for a French Number
9.95 to set up a French Number
10.00 for 100 sms messages
19.00 for two weeks of data (1000 MB)
40.00 for 200 minutes talk time
I will be returning this sim card and purchasing one at the airport.

It is hard to know whether it works since it is an international SIM card and perhaps it works better internationally. I tested it and the text messaging works. I tested phone call but it never went through...no ringing sound on the phone this SIM card is in and the other phone I'm holding doesn't even ring or show a call come in at all. I thought maybe it's the signal strength is weak in my house so I brought it out where I saw more bars on my phone with this SIM card in it and used it to call my regular cell phone but it was still same problem. So I went back home and used my AT&T GoPhone SIM card (I use this for my work) in the phone, thinking maybe the phone isn't working, and tested it to call my regular cell phone and it went through. So it's not the phone. It's not the signal strength but it is just something weird about the SIM, it seems. I'm not returning it, just in case it does work in some other countries even if not in USA. But it is lame that it doesn't work. I have another global SIM card -Telestial (I'm getting international phones with global SIM cards as I'm envisioning me and the kids traveling quite a bit in near future for work and leisure and I want to be able to communicate with them easily when not around them) and it worked fine. So it can't be because global SIM cards are weird in general. Bummer anyways. It got 2 stars because texting works and I do like their website for the SIM card account.

Update: I guess I need to learn to read the fine print. Apparently you only get a free US number for 30 days. You then have to pay for the privilege. I had not, but even before then no calls were coming to my Estonian number. Once I paid for the privilege I could receive and make calls. So just be aware of that. You pay for the US number as well as to top up, so it is your decision as to whether it will be cost effective for you.
Adding a domestic number does not mean domestic charges!

DOES NOT MAGICALLY make international communication domestic. While they may 'assign' you a personal extra number (PEN) in your home country (US in my case) it DOES NOT MEAN other carriers will charge calls and texts to this PEN as domestic. While I used this card abroad all calls or texts to or FROM the domestic PEN (continued use of this PEN was EXTRA!) were charged as calls or texts to or from the UK (because that was origin of the number permanently assigned to this SIM card. Our other wireless bill showed ALL calls or texts (even when the PEN was dialed) as going to the permanent (UK) number assigned to this SIM, not the PEN. It would have been cheaper to just leave my domestic carrier SIM and incur roaming/international charges for the calling/texting we did because this SIM card, the balances needed to use it, and the extension of the domestic PEN number were not cheap!
Not at ALL worth the trouble!

Thus far, this sim card has been a pain. I travel to Europe often and am very experienced at buying a starter card and using it with my unlocked iphone. I wanted to purchase a sim card for my nephew to use while travelling and set it up for him before he left I was trying to accomplish this online in the US . I wanted to avoid his having to find and figure out a starter card locally because he is travelling with a group and passing multiple borders. I should have purchased a starter card last time I was in Europe. This card is a pain in the neck. Charging $.89 a minute though it says it will be .49. Charging for data for tiny things. $10 was gone the first day. Impossible to reload without a minimum charge of $25 (visa) or $50 (paypal). All help menus strongly encourage automatic reload which keeps loading your card (charging you visa) whenever it falls below $10. But all airtime is non refundable! After trying to reload online, the $25 payment doesn't show and he still has only .15 left. No access to online help. Terrible!
