The casing is not tight which makes it dangerous. If you crush it a little with pliers on one side to tighten it up it works great.

These cutters are one of the most useful tools I've ever run across. Now that I think about it, not a day goes by that I don't use one without even thinking about it. If you don't have several of these you don't know what you're missing in terms of convenience.
