My +12v rail was reading very low (less than 2v). I checked the pins, and the power was good. The fuse on this rail passed visual inspection, but did not pass continuity testing. I sanded the fuse caps, which improved the measurements, but the fuse ultimately failed, and I swapped it for the fuse on the -12v rail.
Fuses are certainly consumable, but they should not arrive damaged or unusable. A broken fuse on arrival bumps the price of this board up by $5 to $10, depending on where you get your fuses. You usually need to buy these in bulk, hence the cost.
Second, this unit does not ship with standoffs. The other ATX power boards available on Amazon do include standoffs. I had some laying around that I used for this unit, but you don't want to use this long term without standoffs. Metal on your workbench, solder bits, scrap wire, etc, could short the pins under the board without standoffs.

I bought this for an ATX supply that I had in the garage. I thought they were all the same but my AYX supply (and I think most others) have 20 pins, not 24.
