The Fluke 28-II was everything I expected and ready to use i.e., calibrated, fully functional and robust. Contrary to some reviewers opinions/ personal preferences, I agree with Fluke's AC default power on setting because it reflects the industry/community primary power supply and has user safety in mind.

We all know how good this meter is, so I will not repeat that here. I had the option of buying the 87V or the 28II. Not sure if the 87V is still manufactured in the US, I dont think it is, but the 28II is manufactured in the USA, and for 50 Dollars more and a meter built like a tank, it was not a difficult decision.
Here is what I dont like about the 28II and I am sure is the same for the 87V, nothing wrong withe meter itself, but those TL75 test leads. What's up with Fluke? Those test lead are NOT silicone wires! Wow! Nothing soft, nothing flexible, pure PVC junk. This is like buying an expensive car and the manufacturer install a cheap set of tires, the performance of the car will be compromised. Shame on Fluke! I have all kind of SILICONE test leads, so those TL75 are in the box for now, soon they will be in the trash can. Useless things to say the least! However, the Slide-on Alligator Clips are top-notch.
This has nothing to do with Fluke or may be it does, but the meter came "naked." I was expecting a nice wrapped meter, it was not. No even a 5 cents plastic bag? So cheap is Fluke? I did not observed scratches or anything, so the meter seems to be OK.
Limitation: mentioned by another reviewer. The meter uses 3 AA batteries that last 800 hours( BIG plus) so this equals to 4.5 volts, as a result of this, I think, LED diodes that require 2.4 or higher voltage, cannot be tested with this meter. No sure if tweaking the diode calibration(C-24) to a higher voltage than 3 volts will improve this.
No recording capability. No USB or IR(No computer interface)capable at all like most modern DMM.

I have been using this DMM for a while. I think Fluke is just the name, this DMM is not the best out there. This is what I have observed so far: In AC mode if the test leads are shorted out together, the DMM NEVER zero out the display, plus is very slow.
Testing 120V AC, after that pull out the test leads, the display takes forever to settle down to some mV level. The meter is ugly, fat, and slow in some measurements. Absolutely, NO my to go DMM.
